Prodded by the Bombay high court, which has urged the government to adopt a reconciliatory approach, and faced with a recalcitrant union boss, Shashank Rao, who is refusing to relent on key demands, the BMC has formally moved a proposal for merging the BEST undertaking’s budget with that of the city, according to reliable sources.
